With a DBA/MPA, he has in-depth experience spearheading business transformations, data-driven product and service marketing, and process streamlining. He led congressional liaison activities and federal government policies and previously held a federal government top security clearance. Dr. Oliver's advocacy for expanding small and minority-owned businesses is a testament to his values and commitment to social responsibility. He has cultivated trusted partnerships with private and public education institutions and managed multibillion-dollar program budgets.

Notable Accomplishments

Dr. Oliver was responsible for a robust business operation plan for Honoring the Earth, Inc., which aimed to advance social and economic enhancement opportunities for the City of Tuskegee, AL. 

Dr. Oliver drove appropriation of 50%+ contracting dollars within a cabinet-level government agency overseeing creative federal programs promoting small businesses.

Dr. Olivers served as the principal coordinator and master of ceremonies at the Office of Small and Disadvantaged Business Utilization Annual Procurement Conference, which featured 3,500+ large, small, and prime companies in 2012. Due to his outstanding conference leadership and coordination, the Office of the United States President supported and acknowledged him (Opening Video).

Dr. Oliver spearheaded the successful implementation of the GPRA Modernization Act on behalf of the Office of Planning and Performance Management. He was charged with overseeing and being accountable for the performance of five operating units with an approximately 6-billion-dollar budget outlay. His role in this significant project demonstrates his ability to handle large-scale initiatives and deliver successful outcomes.
